The main reason why mother brown bears are exterminated is becuase they aporoach towns or humans and they eat garbage. Some bears attack cars with humans. After such behavior, they are regarded as “problem individuals”. Although they are threated and driven awary by firecrackers and rubber bullets and so on, they repeat doing above-menthioned behavior, they would be exterminated.
